Conservatives 13 seats Labour 4 seats LibDems 2 seats
Labour regained Park from Conservatives a seat they lost in a byelection
LibDems gained Penhill from Labour ( the Labour councillor had subsequently became an Independent )

I think the gain in Parks was the regain of a by-election (well, technically double-election) win.

correct - Conservatives won the seat last year, the by-election was at the same time as the 09 election
the new lab cllr was the labour candidate who lost in 09 & was the lab candidate in the cotswolds at the general
